Cloud migration gives Kadaster a digital edge and accelerates professionalisation

In 2023, Kadaster faced the challenging task of professionalising its digital landscape. The organisation aimed to migrate its Atlassian server environment to the cloud - a technically complex project with significant impact on workflows and users. At the same time, there was a clear need to raise portfolio management to a higher level. The existing integrations, as well as the set-up and management of the Atlassian environment, also required structural support. To address these challenges, Kadaster called on the expertise of Sopra Steria.  

Security, compliance and reliability  

From the outset, both parties worked closely together to prepare for a full cloud migration of the Atlassian platform. Given Kadaster’s key role in registering real estate and property rights across the Netherlands, security, compliance and reliability were of critical importance in this digital transformation.  

Successful cloud migration  

With Atlassian Guard providing centralized security functions for management and user access, an environment was established that complies with strict government standards while protecting the privacy and security requirements of the public sector. In March 2024, the migration was successfully completed, and the new cloud environment went live with over 1,200 users. Kadaster immediately extended the contract until the end of 2025, ensuring Sopra Steria could continue to provide structural support beyond the migration itself.  

Portfolio management  

The approach extended beyond the technical migration. Sopra Steria also assisted Kadaster in professionalising its portfolio management by providing the bi-directional integration between Jira Software and Fortes Change Cloud (FCC), which improved collaboration between departments. In addition, a dedicated Atlassian organisation was established with two sites: one for Kadaster itself and one for TBO (Tactical Management Organisation), a partnership led by Kadaster that includes Rijkswaterstaat, KOOP and Geonovum.

The result of this migration project was not only a stable and secure cloud environment but also a clear professionalisation of working practices. Kadaster has expressed great satisfaction with the quality and continuity of the services provided. The client particularly values the professionalism and reliability of the support, which has laid the foundation for a long-term and fruitful partnership.

The digitalisation of these processes, supported by Atlassian Enterprise, demonstrates how cloud solutions can drive innovation in the public sector.

The successful migration also earned Sopra Steria recognition in the form of the Atlassian “Partner of the Year – Government” award.  

This migration has not only delivered a stable cloud environment, but also a far more professional approach to portfolio management and improved collaboration between teams.
