EU Public Sector Consultant

In order to support the growth of our consulting activity in the public sector across Benelux, Sopra Steria is looking for an experienced EU Public Sector Consultant.

As a Consultant within our Consulting practice specialised in the public sector, you will play a key role in designing, building and delivering high value solutions that help our clients move forward in every part of their business, from strategic planning to day-to-day operations.



We are looking for someone with:

  • In-depth knowledge of the European Union, its functioning & current affairs, such as:
    • The role of the main European institutions and agencies, their competencies, and their relationships and interactions (including with Member States);
    • Current and potential future challenges for the European Union;
    • General understanding of the most recent legislations within our core business (e.g. GDPR, eIDAS, PSD2) and their impact and business potential;
    • Interoperability challenges and data exchanges between public organisations at various levels (EU, Member States, subnational) taking into consideration authentic sources, service buses, standard data formats and identification issues;
    • Overview of the main information systems at EU level and their business owners;
    • Understanding of the economic and financial architecture at EU level is a plus;
    • Evolution towards customer-centric services;
    • Optimisation and digitalisation of public services;
  • An understanding of how digital transformation can positively influence decision making and process efficiency at all levels of an organisation;
  • An awareness of the human and cultural challenges posed by a transformation process with proven communication skills to be able to convey results concisely;
  • And who grasps the benefits and challenges of current digital technologies (BI, RPA, AI, virtual chatbots, etc.).


    Through your consulting assignments, you will:

  • Support the identification of strategic issues and performance gaps;
  • Contribute to the design and implementation of new operating models and processes;
  • Demonstrate leadership in process re-engineering and implementation of process, technology, strategy, and organizational change;
  • Apply your skills in project and program management to ensure the completion of the assignment on time, within budget and with the adequate level of quality.


In addition, we expect you to be actively involved in the development of our consulting practice. You will take on responsibilities in business development as well as in leading and mentoring others. In order to support your assignments and your career development, you will have the opportunity to enrol to relevant trainings via the Sopra Steria academy.


  • You hold an advanced graduate degree in one of the following fields (or equivalent competences by experience): business administration, computer science, economics, engineering;
  • You have minimum three years of experience in consulting, including two to three years within the public sector, preferably in a European institution or agency or at national level with a focus on European affairs;
  • You have experience in one or more of the following roles: consultant, business analyst, project manager, product owner, or product specialist;
  • You understand our clients’ needs across the public sector and you have experience in delivering digital transformation programmes;
  • You are familiar with Agile concepts and methodologies, at least at project level (SCRUM, Kanban, etc.), and ideally also at programme level (SAFe);
  • You have experience in business development activities including proven experience with consultative selling and writing of high-quality proposals;
  • You communicate complex ideas effectively, both verbally and in writing, across all levels of an organisation;
  • You are fluent in English and French. Knowledge of Dutch is a plus.
  • You know how to work collaboratively in a team environment; you are a natural leader and can organise the work of a small team which includes junior consultants who require some coaching;
  • You are result-driven, customer-oriented and have an entrepreneurial mindset as well as a sense of commitment.
